Colonel Malenfant, a landowner in Santo Domingo, gives a historical account of the civil wars that led to the independence of the island. and the freedom of slaves, and warned the French government of the misfortunes that would result from a new expedition to Santo Domingo. The government, which dared to declare that the Creoles were more intelligent than the peasants of France (p. 209), furthermore proposed a Code or Regulation of culture (pp. 306-334), consisting of 57 articles, in favour of the emancipation of the black worker (the farmer), who could enjoy his freedom at the end of nine consecutive years of work and on the one hand attached to his employment with the owner.
