"The awful position of the whites who remained in St Domingue, the proscription to which they are doomed, by the proclamation of the negro Gal Dessalines, dated January 1st 1804, engage me to ask you in the name of humanity, to send as soon as possible, ships to St Domingue, to reclaim all the Europeans, who would like to leave the soil of this unfortunate island. The recent massacres that the Negroes are carrying out on the whites there warn us that there is not a moment to lose. The shipowners in charge of this mission will find profit in fulfilling it. I am convinced in advance that Your Excellency will welcome my request with the generosity that characterizes great souls.
