Chief of staff, and soon to be governor of Madrid (which surrendered in March), Belliard speaks here of complaints against French officers and soldiers; SOULT wants the guilty to be severely punished. He worries about a requisition made in Madrid of flour and barley for Guadarama and the Escurial; about the rations supplied by Segovia; he reminds us that hunting is forbidden at the Escurial and in all the countries where there are French troops; he sets up the service of couriers and estafette.
