HAITI. Frédéric JACQUEMONT (1799-1844) diplomat, French consul in Haiti and then Panama where he died of yellow fever. L.A.S., L'Étoile February 11, 1843, to HIS WIFE (née Marie-Anne Contois) in Paris; 2 pages in-4, address (small split at a fold, small lack at a corner without loss of text). On the Haitian revolution of 1843, directed against the president for life, Jean-Pierre Boyer. He sends this letter by the Herminie, expecting to leave by the New York route, perhaps with the Fairfield. "The difficulty for the ships is now to find money & more so coffee. Jeremie is in the midst of an insurrection; four regiments have been sent against the rebels & 2 regiments from the North are still expected here to take the same route. The President does not move from here & keeps in town the 4 regiments of the guard & 6 regiments of the line. The insurrection which had begun in Les Cayes was immediately put down & it is probable that it was to break out at the same time in different parts of the Republic, but, the blow is missed; Jeremie will succumb quickly [...]. If I were not in a double hurry to leave, instead of making bad blood as I am doing to see myself here again, I would be curious to follow the conduct of certain people whose pusillanimity is not to be believed "... He incriminates in particular " Mr Lev. [the French consul Levasseur], and predicts that the Haitian government will not be able to make its April payment to France [annuity of the "independence debt" of 1825]. "The insurgents have put at the head of their grievances against the President, the annual export of the million, 500 m. f. given to France without counting the million for the loan [...] but, when I am in Paris, I will tell the minister what means will be used. It is also likely that I will see the President before I leave & he may tell me what he will not tell Mr. Lev. in the state he is in with regard to the Haitians. You can see that all this is not a rosy picture"...
