François-Claude, marquis de BOUILLÉ (1739-1800), general, governor in the West Indies, he organized the flight from Varennes. L.A., Metz, November 22, 1789, to Count Arthur DILLON; 3 pages small in-4. On the situation in the islands, and in Metz. Dillon had hoped to be appointed to the government of Martinique and Guadeloupe, but the Marquis de Bouillé discouraged him, and advised him to remain in the army: "I foresee that the government of the islands will become more embarrassing than ever; there is no doubt that the Creoles will want to be free, perhaps independent. If the French government, and if commerce seeks to subjugate them by prohibitive laws that are too severe, the role of the governors will be untenable. I cannot tell you all that I think on this subject; but only that it is impossible that there will not be a revolution in our colonies before long and the fate of the people in place who have authority will be very unfortunate"... He asks him to transfer his brigade to Thionville and to wait for events there; in the islands "the war can lose you if the colonists supported by the English, want to be independent". He mentions the situation in Metz: Emmery "is a devil. This man has a great part of the people for him; he has put disorder in this city by his intrigues; his project is to be mayor of Metz and to make all the authorities bend before his; he does not forgive me for having prevented part of the evil that he wanted to do"...
