Philippe-Rose ROUME (1743-1805) commissioner-ordinator of the island of Tobago, then commissioner of the Executive Directory in Saint-Domingue. Printed, Speech of Mr. Roume, read at the Colonial Assembly of the French part of Saint-Domingue, February 24, 1792(At Cap-Français,chez Batilliot jeune et comp. Imprimeurs); in-4 of 17 pages, modern half red morocco binding. Rare document on the island of Saint-Domingue. It is about: "1° to decide what is the nature and extent of the powers delegated to the national-civil commissioners who have been sent to you; 2° to determine if they have usurped powers that do not belong to them; 3° to verify if, in their official and public correspondence in Saint-Domingue, they have not committed indiscretions that may produce numerous effects. [The status of the colony inevitably depends on the measures to be taken by the Colonial Assembly, the General and the National Civil Commissioners; and everything would be lost without resources if the most perfect harmony did not reign between these three great powers... Attached is a P.S. by Roume Le Cap 23 germinal VII (April 12, 1799) as Particular Agent of the Executive Directory in Saint-Domingue, authorization to "pass to France on the frigate La Vestale"; plus a rare print, Les Officiers Municipaux du Port-Au-Prince et de la Croix-des Bouquest.à tous les citoyens de la partie de l'Ouest de Saint-Domingue, January 1, 1793 (3 p. fol.): "The French part of Saint-Domingue, torn apart by the enemies of prosperity, has experienced incalculable evils for 18 months: the division of the inhabitants, the revolt of the slaves, the destruction of its countryside & population have followed one another rapidly with unheard of circumstances", but hope is reborn and soon the dangers will dissipate and the salvation of all will be assured...
