A veritable battle cry (Tocqueville), its influence was immense. Under its scathing title (said to be the work of Chamfort), Sieyes sums up France's political problem on the eve of the convening of the Estates-General: Qu'est-ce que le Tiers État? Everything. What has it been up to now in the political order? Nothing. What is it asking for? To become something.
An advocate of proportionality in a "General Assembly", Sieyes is, among other things, the inventor of modern representation.
